Sounds very much like Einstein. If it was him, he would have been referring to whether God would have choices in what values to give things (for example, the charge of an electron), or the values that exist are the only ones possible.

One of my favorite quotes by Einstein (paraphrased):
I cannot accept that God would play dice with the universe.

My favorite quote by Bohr is his reply to Einstein (again, paraphrased):
Who are you to tell God what he can and cannot do with the Universe?

Right Methos, I do enjoy these .Another one is while awaiting for the results(by Eddington) about the 1919 eclipse to see if his calculations would match,(it finally came in positively) He said calmly "I knew the theory was right"Bohr asked "what if it had been wrong"?He responded "Well I would have been sorry for God , because the theory is right"
