Sounds very much like Einstein. If it was him, he would have been referring to whether God would have choices in what values to give things (for example, the charge of an electron), or the values that exist are the only ones possible.
One of my favorite quotes by Einstein (paraphrased): I cannot accept that God would play dice with the universe.
My favorite quote by Bohr is his reply to Einstein (again, paraphrased): Who are you to tell God what he can and cannot do with the Universe?
