I believe it was Edward VII, King of Great Britain and Ireland, as Prince of Wales, referring to his mother, Queen Victoria

That's the man, SR. Born in 1841, he was Heir Apparent and Prince of Wales until his mother, Queen Victoria, died in 1901, longer than any other Prince of Wales. (They did not get along well.) He reigned as Edward VII until his death in 1910.
