Is this a history question or does it refer only to the present? Does this text need to be written in a constitution? It may be the only 'constitutional convention' you have (the United Kingdom has quite a number).It's supported by precedent.( Or do you claim that no war and no battle wherein the US has compelled her citizenry to fight has ever been the result of folly or wickedness of her government? )
