According to this source, the answer is John Hamilton Reynolds, in 1820. And Teddy Roosevelt used it to announce his candidacy for President in 1912.

Grea answer, Jelp ! I guess I missed that in my research, because I came up with Roosevelt. I suspect that you are right, because I susbscribe to Take Our Word for It, and respect their opinion highly. I must have missed that issue, however.
My souces, below, say Roosevelt. With his political admirers encouraging him, and dissatisfied with what he considered to be William Howard Taft's lack of leadership, Theodore Roosevelt announced in 1912 that he wanted to run for a historic third presidential term. On February 21, 1912, in response to a question from a reporter, Roosevelt said ''My hat is in the ring. The fight is on and I am stripped to the buff.''

He did not announce intentions formally until February of 1912, when a reporter quoted Roosevelt as saying "my hat is in the ring" before an appearance in front of the Ohio Constitutional Convention
