You got it, Mozart! The second quotation is from a different letter about Shay's rebellion.
Personally, I thought this was a pretty surprising quotation. Apparently Jefferson felt that a little blood spilt now and then is good for a country. I'm not sure how I feel about that... I wonder what Jefferson would have thought about Oklahoma city?
