Would household bleach diluted 100 times work to break down pet urine odor in carpet? And how about chloramine byproducts? Would there be enough to be harmful?

100X dilution of bleach would do no harm as far as chloramine by products. The more dilute a solution is the more you'll need to use. The bleach may also kill the color.
