What is a 'mulligan' ?

A 'Mulligan' is a self awarded 'do over' excluded from your stroke tally, usually following a poor shot on the first tee. They are not allowed during any sort of competition and are frowned upon by a lot of holier than thou golfers.

I am not a “holier than thou” golfer, but I have not taken a mulligan since I was 15 years old.

They are not allowed when playing “skins” ever.

I have no problem with people who take them as long as they do it quickly.
I do have a problem with people who take 10-15 mulligans a round. (It wastes time)

I also have to laugh when I hear the people who take many mulligans talking about their score. (You can usually add at least ten strokes)

Generally, I don't take any Mulligans, but one per round is no problem, as far as I am concerned.
Obviously, not in any kind of competition, though.

I find the guys who use a bunch of Mulligans are usually the same ones who like to employ the "Foot Wedge" when the get under a tree, or in the second cut of rough!! Or, they call a 3 foot putt a "gimme". I am no great golfer, but I generally try to avoid these types.

I used to golf with a friend who had the best hand mashie and fairway overhand I have ever seen. He was a cop, later the Chief of Ds. Really a very funny guy. Once, when we were about to chip onto the green, the foursome behind us hit into us and barely missed one of us. That somewhat angered my friend, and he got even more angry when the guy yelled from where he hit into us asking if any of us had seen his ball. My friend yelled back, "Here it is!", teed it up, and drove it right back at the guy. (It was the straightest drive he hit all day.) They stayed well behind us the rest of the course.

"There is considerable debate about this topic, to say the least. There are several clubs and several people who have staked claims about the origin of the term 'mulligan.'

The story most widely accepted focuses on a gentleman named David Mulligan who played at the St. Lambert CC in Montreal, Canada during the 1920s. There are several versions of the David Mulligan story.

Mr. Mulligan was a hotelier in the first half of the century, a part-owner and manager of the Biltmore Hotel in New York City, as well as several large Canadian hotels. One story says that the first mulligan was an impulsive sort of event - that one day Mulligan hit a very long drive off the first tee, just not straight, and acting on impulse re-teed and hit again. His partners found it all amusing, and decided that the shot that Mulligan himself called a 'correction shot' deserved a better named, so they called it a 'mulligan.'

Story two: Mulligan played regularly with a group of friends at St. Lambert, and in the morning he drove to pick up his golfing buddies. The road into the club was reportedly bumpy and windy and just sort of generally poor, with bridge of bumpy railroad ties. An extra shot was allotted to Mulligan, the driver of the car, on the first tee because he was jumpy and shaking from the difficult drive.

Story three: this story again identified a specific moment, citing a day when David Mulligan showed up late to the course, having scrambled to get out of bed late and get dressed and get to the course on time. He was frazzled on the first tee, hit a poor shot, and re-teed.

Another version of the 'mulligan' story comes from the Essex Fells CC in N.J. This story is one of the latest, and may therefore be less credible. According to this version, the term was named after a locker room attendant at the club named John A. 'Buddy' Mulligan, who worked at the club during the 1930s and was known for replaying shots, particularly on the first tee.

A more interesting origin story is that American family-type saloons kept a bottle called a Mulligan, a concoction of pepper and spices that would add a little zing to the beer. The effect was a shock to the system, like the humiliating blow of being given an extra swing at the ball. (OK, far-fetched, but interesting.)"
