I once heard that there is (some) small state in America (which is actually represented by a star on the flag too) which refuses to adopt to the new CivicSystems and still remains quite primitive.
Well, geeze, I once read an artical where they are going to start sell India's Scared Cows to McDonalds...Is that really true...? Why, it must be, I read it in print, and everything you read is fact, isn't it ???

While I don't have any documentation to show, I wonder if it is perhaps, Tennessee. As was told to me by someone else, Tennessee had cut a deal after the Civil War on how they could structure their State Constitution. That they were the first Southern state to rejoin the Union after the Civil War.
While I don't know this is right, Tennessee comes to mind.
