Are diamond-accents jewelry real diamonds? It sounds like they would be fragments of diamond, instead of a solid diamond. Am I right? Would this be appropriate for a teenager who's just getting into jewelry?

"Diamond Accent" does, indeed, refer to tiny stones, or to diamond chips...The quality varies greatly from item to item (and from manufacturer to manufacturer), but in general such pieces are very well suited to teen girls and even tiny chips add wonderful sparkle. They are a very affordable way to own "real" jewelry.I would not buy a "diamond accent" piece unseen, as from a catalog or on-line, but if you can actually see and handle the item, you'll know if it's a pretty one. Most jewelers are happy to give potential clients a "crash course" in determining the quality of stones, and I highly recommend that anyone planning a jewelry purchase take advantage of this.
