In the literal terms A person with an unquenched thirst needs more water.
I drank 3 glasses of water, I'm still thirsty. My thirst was not satisfied. My thirst was unquenched.

Sometimes the physical need for water is used as a metaphor such as thirst for knowledge.

He was driven to learn more by an unquenched thirst for knowledge.
