Why do you think that the Inland Revenue doesn't make use of labour market information for human resources planning?

The Inland Revenue deals with the tax and national insurance in the UK. They are not involved in marketing or human resource planning. I'm not even sure how using labor market information would have any impact on human resource planning in relationship to taxes or insurance. Confused That must be a different department.
