This is not a trivia question quiz, as I do not know the answer. I highly doubt this was from the original series. (At least I don't recall it!) I'm assuming it was from some sort of PSA type announcement or promotional piece for anti-drug use in the late '60s early '70s.
What is so funny about it is that Spock says that "hard" drug use is illogical! So, I guess, Spock finds "soft" drugs such as pot perfectly logical?! Now that episode with Spock hanging from the tree singing and smiling makes sense! Damn hippie!
But in all seriousness, if anyone knows the origin of this clip, I would be interested in knowing. Thanks to any and all! Live long and...get high?!
And do you think that really is Shatner's voice? Sounds kind of funny.

It most likely came from the "Get Off" anti-drug PSA album issued by NAPRA
"GET OFF Anti-drug LP issued by the National Association Of Progressive Radio Announcers,1973. This LP is sealed and the artists are not listed on the cover, but it is cataloged as containing contributions/anti-drug messages from William Shatner, Leonard Nimoy and Nichelle Nichols of Star Trek as well as Frank Zappa, Alice Cooper, Ringo Starr, Ravi Shankar, Harry Chapin, B.B.King and others."

Actually it's not much stranger than the anti-drug episode of ST:TNG - a script so preachy that it will probably be the next example on here (in 10 years or so?)
But it was a different time - not sure any "drug" was considered soft back then, so Spock is correct for the barbarian culture of the time. Besides, aren't Trekkies one of the least likely groups to use drugs? Do they need drugs? Maybe it worked.
