I read the link. There are two options:
1) There is some truth to this, but the person describing it has gotten the details wrong intentionally or unintentionally. 2) It's all B.S.
He makes several statements I have a very hard time believing, and a few that are just plain impossible. I'll see what I can dig up on the subject.

The more I read (or re-read actually, since all the pages about this are identical, although they all refer to this mysterious 'paper' but never actually cite it), the more convinced I am that this is a hoax.
Some of the more obvious indications:
Natrium, which the link says is what makes up the moon's new atmosphere, is the latin word for sodium.
Natural disasters have not actually become more frequent, just better reported.
The Mars probes in '97 did not crash into the atmosphere, they both landed successfully.
