So last night I parked on the street with part of my back wheel crossing the yellow "no parking" line. I went to move it this morning thinking it wasn't such a good idea to park there and of course I found a citation on my windshield. The thing is, there was no ticket, just the yellow envelope that you mail the ticket and payment in. Since they didn't include my ticket, do I have the right to ignore it? I mean, it technically was just an envelope on my windshield. I have 15 days to pay the supposed fine. What should, or can, I do?

If I were you, I'd call the courthouse and tell this to them...it is possible that the envelope was left as a warning and you will not have to pay a fine but equally possible that some prankster removed the ticket, in which case you are obliged to pay it even though you did not actually get it.
