According to news reports in early March, the U.S. Agency for International Development secretly asked six U.S. companies to submit bids for a $900 million government contract to repair and reconstruct water systems, roads, bridges, schools and hospitals in Iraq.

The Contract: On March 25, the U.S. Army Corps of Engineers awarded Halliburton Co. subsidiary Kellogg, Brown & Root the main contract to fight oil well fires and reconstruct oil fields in Iraq. The open-ended contract, which has no specified time or dollar limit, was given to the company without a bidding process. KBR has already announced it will subcontract the actual firefighting operations to Boots & Coots International Well Control Inc. and Wild Well Control Inc., both based in Houston.
The Company: Halliburton Co., the Dallas-based oil field services giant that took in $12.5 billion in sales last year, is no stranger to government contracts. Kellogg, Brown & Root fought oil well fires in Kuwait and provided support services to U.S. forces in the Balkans in the 1990s. But Halliburton's ties to Washington have made it a target of criticism in the latest bidding process. Vice President Dick Cheney headed the company for five years before becoming George W. Bush's runningmate in 2000. Lawrence Eagleburger, former U.S. secretary of state under President George H. W. Bush, sits on the company's board.

I know you must know that by now govt. standards are not going to change.Govt. officials will always deal to their pet special intrest qroups.In one way or another it has always been this way from the moment this country's govt. was formed.
All the people have a voice in this country but will anyoe listen?

I wonder when it got out of hand?...I'd like to see historical contribution statistics...The majority haven't a clue what's going on, and that's the way they like it...

For 20 plus years I worked for a company that built Oilfield Drilling Instrumentation.The company was Martin Decker...for years we dominated the industry...for only one reason...we were virtually the only company in that business.
I'm no defender of either George Bush or Dick Cheney but I will tell you this.For some strange reason there has never been a great deal of competition in any phase of the Oil Business.
There never was a great number of companies in any one segment of the Oil Business.Not saying this is right...only saying that's how the business has always been.
For years the only names in the business of putting out oil fires were Red Adair and Boots & Coots
Again not the way it should be...it's just the nature of the Oil Business. Roll Eyes Roll Eyes Roll Eyes

Commerce & State Department Reports to Task Force Detail Oilfield & Gas Projects, Contracts & Exploration

Saudi Arabian & UAE Oil Facilities Profiled As Well

Washington, DC) Judicial Watch, the public interest group that investigates and prosecutes government corruption and abuse, said today that documents turned over by the Commerce Department, under court order as a result of Judicial Watch’s Freedom of Information Act (FOIA) lawsuit concerning the activities of the Cheney Energy Task Force, contain a map of Iraqi oilfields, pipelines, refineries and terminals, as well as 2 charts detailing Iraqi oil and gas projects, and “Foreign Suitors for Iraqi Oilfield Contracts.” The documents, which are dated March 2001, are available on the Internet at: www.JudicialWatch.org.
The Saudi Arabian and United Arab Emirates (UAE) documents likewise feature a map of each country’s oilfields, pipelines, refineries and tanker terminals. There are supporting charts with details of the major oil and gas development projects in each country that provide information on the projects, costs, capacity, oil company and status or completion date.

Judicial Watch has been seeking these documents under FOIA since April 19, 2001. Judicial Watch was forced to file a lawsuit in the U.S. District Court for the District of Columbia (Judicial Watch Inc. v. Department of Energy, et al., Civil Action No. 01-0981) when the government failed to comply with the provisions of the FOIA law. U.S. District Court Judge Paul J. Friedman ordered the government to produce the documents on March 5, 2002.
