No, it is not true. One needs to apply, meet certain requirements, and pass certain tests.

DG ,mainly answered about the forms of "citizenship" and "naturalization" which are correct.
But Seattleron's question was about "permanent residency" which is what we usually call a "green card".
Only after having a "greencard" for 5 years, may you apply for "citizenship".But in the meantime you are allowed to live and work legally in the USA.
But unfortunately the answer to your question is still the same....=> no ..you will not get automatically your "green card" after living for a certain period of time in the USA.
The only way it could happen, is if one year... "INS" starts taking applications under "amnesty" program, and you happen to fall into their requirements...I know 'cause it happened to me back in 1987 (last amnesty).
Back in the '60's it is true that anyone from anywhere could get their "greencard" or "visa" just by asking or being here..Not anymore!
