Here'a link to a chart showing the US budget from 1961 to the present, with convenient delineations for presidential terms. The red horizontal line is a balanced budget; below it is a deficit, above it is a surplus. Thus, above the line is good, and trending up is a sign of improvement, and below the line is bad and trending down is increasing the deficit.

Interpretation is up to the reader.
