Well back here in the 1890's we's do it all the time, you take yous 6 shooter and blow away, the local sheriff ain't gonna mind, heck, you take the burden off him to round up those bandits....  In all honestly there is no one "safe" way to make a citizens arrest. As pointed out, you put cuffs on somebody (without their consent) you are liable to serve more time than they! We have the police, Miranda Rights, and special laws and treatments that were not even existing in the 1960's, Since the Civil Rights movement and a lot of bad arrests made by professionals, the law can be extremely hard on the person who did the arrest, some times the criminal gets off scott free. As for those cuffs and whip in the trunk, I seriously doubt that they are for making a citizens arrest, sound more like Folsom Street Fair fun than police work to me.
