If you get caught driving without a driving license, the charge/penalty is not as severe if you've never had a license, as it is if you've once had a license.
Anyone knows why, or if this only applies to certain states?

Motor vehicle laws differ from state to state. I am not sure of the reasoning behind this, though. Maybe if you never had a license, they think you're just dumb and didn't know enough to get one? And if you had one once and don't have one now, it's likely that you lost it because you broke a law, committed a crime or were otherwise a danger to society. So you are already breaking the law, and then you go and do worse still by driving, knowing full well you shouldn't be... Maybe that has something to do with it.

thats exactly the reason. when I dewey'ed. (DUI) They took my license for 2 years. I still drove, but whenever I got pinched It was automatic jailtime. If you've had your license taken away it's for a good reason. So if you get caught driving without one, it's a problem.
