In his State of the Union address, Bush asked Congress to pass the line item veto. What are your thoughts on this ? Should there be a Constitutional Amendment allowing a line item veto?

No. A line item veto would place even more power in the hands of the President. I know that it is tempting to look to this means of reducing the wasteful government spending, but I think it would not be good to put more power into the office of the President.

Perhaps there should be some kind of obligation that the sum of all spending not exceed the anticipated income. If a program (or war) is important, then taxes will have to be raised. Politicians would finally actually earn their money trying to justify their new legislation and the tax increase to pay for it.
