Was the axis of its spin ever inside the itself? If so, how did it come to be inside of the earth? And why does it spin once a month, keeping the same face toward us?

Basically, the Earth induced tides on the Moon and these tides altered the Moon's rotation until it matched up with the Earth's. I'll let you read Phil Plait's "Bad Astronomy" page for a more detailed explanation.
