Have her buy an over the counter pregnancy test.
If she has severe pain then she will have to go to the doctor even if she doesn't have health insurance. There are typically free clinics in most areas.

If there was sexual contact within the last 60 days or so, it could still be pregnancy, and that her last "period" was in fact an implantation bleeding. Home Pregnancy Tests from drugstores, or the Dollar Store, are cheap and will rule that one out for sure.
There are other reasons that she may not have gotten her period, such as that she did not ovulate, that it is just incredibly late, or internal health problems, so if the pain continues, or if the period does not show up in the next week or so, then she does need to see a doctor.

Certain medications such as contraceptives (oral, implanted, and injected), oral corticosteriods, antidepressants, antipsychotics, thyroid, and some chemotherapy drugs may cause amenorrhea for some women. 3. Hormonal imbalance 4. Women who are malnourished or extremely underweight often experience amenorrhea (no menstruation). This occurs often in women with eating disorders such as anorexia or bulimia. There are more reasons than just pregnancy. One of my nieces does not cycle correctly, her menstruation can be a couple of months a part one month she menstruated, stopped, then a week later it started again. This was due to a hormonal imbalance which now she is on the Pill (the contraceptive pill) which helps to regulate her menstruation. She also suffered from a severe menstruation (lots of cramps, lots of flow) when she went from the pill to the patch. The Pill supplies hormones to her body which can not supply them in correct levels itself. Thus men should not jump to the conclusion that a woman on the Pill is a loose woman. Although one missed menstruation is not "bad" or indicative of pregnancy in itself, it could be a symptom of something more serious and should be looked at by Doctor. You may not have medical insurance, but there are various programs, free clinics, medical assistance, sliding scale pay plans which you should check into.

A lot of running can also cause periods to be delayed or missed. Anyway, anyone who is sexually active should be seen by a gynecologist, who will administer an exam and a pap smear, to find any infection or worse as well as any pregnancy.
