Puppy -- my dermatologist recommended I wash my face with Purpose cleanser. It's mild on your skin and won't dry it out. I think Noxema can be drying as your skin starts to age. I'm also using Ponds cold cream to take off my make up before I wash with Purpose.
Finally, on the really dry spots, I rub in vaseline. My dermatologist told me it's the best thing for dry spots.
The thing that bugs me most is that cosmetic companies will market expensive products targeting dry skin, and all you're really paying for is the packaging and fragrance. I'm on a tight budget, so I use the absoulte basics.
My skin is one of my best features, so I'm trying to take the best care of it that I can. I also use a "sugar scrub" on my face when I'm in the shower to exfoliate. It's smooth as a baby's bottom when I do

Oh, one more suggestion from the lady who last shaped my eye brows! She said to crack an egg, place the egg white in a dish, put in one tablespoon of plain yogurt, and mix with honey so it's nice and thick. Mix this concoction up (so it's room temperature) and rub it on your face. Let it dry, then rinse your face with warm water. The honey and yogurt are natural moisturizers and the egg white will firm your skin. Sounds yucky, but it works great!
