According to whom did socialism plus electrification equal communism?

Lenin, in his New Economic Policy of 1921 in the USSR believed that "Soviet power plus electrification equals Communism".

I thought that giving the "commonly misquoted" version, rather than the verbatim one, might make it a little harder. Should have known that our Answerpudlians would still make quick work of it.
