In 1946 Wing F. Ong becomes the first Asian American to be elected in the state office in the Arizona House of Representatives. Source
Now Congress is made of the 435 members of the house of representatives (lower house) and of the 100 Senators (upper house). That made him part of US Congress.

Mozart, the House of Representatives in Washington, D.C., with its 435 members, is the United States House of Representatives. Many of the various states have legislatures with representatives, but they are known by their state name, e.g. the Arizona House of Representatives. (State government is a separate entity from federal government.) I have never heard of any state calling its legislature "Congress". The word Congress has always, to the best of my knowledge, referred to the US Congress in Washinton, D.C. The United States Congress is the legislature of the United States federal government. It is bicameral, comprising the House of Representatives and the Senate. Representatives can also be called Congressmen, but Senators are generally called by that name, Senator.
