John Adams and Thomas Jefferson were the only two to be President under the Constitution. But Thomas Miffin and Richard Henry Lee, both President of the United States, in Congress Assembled, signed. Miffin and Lee were Presidents not under the Constitution, but the Articles of Confederation, the first governing document of the United States.
