The idea of these famous digits was introduced in the U.S back in the 1960's, by a U.S Senator returning from Europe ?Can U name the Senator and the digits?

I guess since ZIP codes came out then, it is ZIP codes, but some cities has a form of them prior to that. I think Area codes for telephone numbers came out a little earlier, but I am not certain.
