In the USA ,what is the name of the "regulation or right " that any police officer has to read to anyone, outloud, following the minutes they've been arrested? and in what year has it been voted? , and in what State was that ruling adopted into a court of law for the first time?

Sam, my memory agrees with you, but I checked anyway. You're right on all counts.
Mozart - Miranda v. Arizona was a US Supreme Court decision, so it was voted on only by the Court. It is not a law by itself, but an interpretation of a previous one.
