Recent evidence show that Cester A Arthur should not have been president. Why not?

Are you referring to the fact that Arthur's detractors alleged that he was born in Quebec and should have been ineligible for the presidency, while history states that he was probably born in 1829 in Fairfield, VT, where one can still see his childhood home.

Yes, that is correct.

But there are 2 towns in VT that claim to be the birthplace.

According to Burke's (the same Burke's that does Burke's Peerage), Arthur was probably born in Canada. However, he was born to US citizens. Later, I will provide a link.

Now about Andrew Jackson....

Burke's web site has changed, and that information is no longer available without a subscription. I will find something on it soon.

Chester A. Arthur's parents were William Arthur and Malvina Stone. William was born in Ireland, but Malvina was born in Berkshire, Vermont. Thus. regardless of where Chester was born, he was born to a citizen of the United States, making him a citizen at birth.

"This appears upon the tombstone over the grave of the ex-President's mother: "Malvina Stone, wife of William Arthur. Born at Berkshire, Vt., April 29, 1802. Died at Newtonville, Jan 29, 1869, aged 67 years." - http://python.net/crew/manus/Presidents/caa/caaobit.html
