The Carter interview appeared in the November 1976 Playboy, which hit the shelves when he was a candidate. Carter did not assume the office until his inauguration the following January.

Dorian, our pastor used that as an example in Sunday school, I have no idea where he got it. I put the answer down that he gave, though I don't know if it was after office.

After looking at literally hundreds of pages, I have come to the conclusion that Eisenhower never said anything like that. I think your pastor misread or misremembered Carter's widely-known quote. The quote certainly does not seem like something Eisenhower would have said. Carter did say that he had lust in his heart and that God knew that he did, as Fuse said, and Fuse is right about the sequence of events - Candidate Carter said that, not President Carter.
