I am going to guess U.S. Grant. Grant was from Ohio, Garfield, Harrison and Hayes were fellow Ohioians , and Arthur was appointed collector of the Port of New York by Grant. That is my guess and I'm stickin' to it.

Well, as Grant served two terms after Lincoln, this could have been the case for Grant's inauguration as well. However, the answer that I found was Lincoln. Thanks for your answer, Patricia!
