That would be Secretary-General of the United Nations.
The unwritten rules say no candidate may come from one of the five nations with a permanent seat on the Security Council--so no American, British, French, Russian or Chinese contenders. Yet to win the Secretary-General's post, a candidate must have the backing of all five countries.

That's right, dance girl thanx , the current Secretary-General is Ban Ki-moon of South Korea. He became Secretary-General on 1 January 2007, and his first term will expire on 31 December 2011.
