Exactly ! The story must be right as it came from Reuter's : otherwise it would seem like an urban myth. The Guardian points out that the stamp would be worth $200,000 plus if it had not been franked so in sending it through the mails the sender halved its value
This story was on our news here in Canada too, with the footnote that the stamp will now be sealed away with the ballot papers for 2 years as required by law.
