The obvious question here is who did the refurbish? If it is a reputable business, then yes, I would say it could be a very wise purchase. Pay attention to the RAM and processor type/speed. Ask questions about what kind of performance that you can expect with the machine. Tell the sales people what you want to do with your computer and ask if your planned use for the machine matches it's capability.
The machine should be priced at no more than 75% of the cost of new and it should have a warranty, usually for one year.

I bought my current computer about 3 (4?) years ago at a "Computer Blow-out Sale" for $130 US. At the time, my college-age son commented that it was better than his 2 year-old one. (I wish it were faster and had more memory, but it doesn't, and I can't afford to get newer one, even at that price. However, it certainly is adequate for what I use it for.) I also got a factory-refurbished scanner/printed for less than 2/3 the cost of a new one (same make and model). It had a 1 year warranty.
Below is the site of the company that held the sale.
I just picked up a E-Machine with AMD XP3400 (64 bit) 512M/100G/DVD Writer, XP Home @ TigerDirect which has 3 retail stores around the Toronto area for $389.99 + taxes
