scan disk cannot continue because a program such as a ulitity has locked this drive. I have tried to close the program or wait for it to finish then restarted scan disk. Will someone tell me how i can fix this situation i am in.

Try running scandisk in Windows Safe Mode. To start Safe Mode, repeatedly press and release the F8 key during startup immediately after seeing the first screen.
