I have a Dell 19" M990 monitor.

I leave my computer running, and lately the monitor has begun failing to come on when I click monitor's ON button. I must shut off the computer and restart it in order to get the monitor to come on. It will also sometimes fail to come on with a mouse movement after sitting in its sleep mode. Shutting off and restarting the computer seems, again, my only option.

Anybody?

Your prob might be caused by the "Power Option" settings needing a tweak or reset? (Normally very stable) Easy to alter.
These control the Sleep/Hibernation mode settings on your Monitor
Please post what Sort of Windows your Computer is running ?

I found this not great...but set the settings slightly different then press the "Apply" and then the "OK" buttons,reset the computer then put your "old" or desired settings back again press the "Apply"/"OK" buttons then do another "reset"
Should take you about 10 mins tops
Then see how it goes?
