In August, when it was about 90, my daughter put water in for wiper fluid. Apparently, she did not use it much. Now that it is a chilling 7 degrees, it is frozen and the need for wiper fluid is greatly needed. Any suggestions on what she can put in there to get the thing working again?

Try this:(a bit drastic) 1) Get some warm water pour into the Screen washer bottle (if its frozen)Note- Not Boiling will destroy the bottle 2) Pull the wipers clear of the glass 3) Run the screen washers until the bottle is empty 3a) the reason for lifting the wipers is to prevent them from damage lf you have is a wash/wipe only setup? 4)Refill the bottle (run the washers again to "prime" the system (remove air bubbles)) replace wipers. Finished! Keeping windows clean?I know this tip does work. When the temperture rises Springtime, Put a squirt of Washing up Liquid in the water (the non foaming sort) this is kind to the screen,clears dirt smearing better than water only.
