Looks like a stainless steel pasty cutter

Only proven way of getting a power boost(and it is almost unnoticeable) is by gasflowing the Cylinder head (expensive!) or re-porting a 2 stroke barrel which may produce good results or destroy the performance(usually the latter

)
and MPG? with gasflowing 1 to 2 Mpg better off and doing the same on a 2 stroke its a slight power boost No Improvement on Gas consumption
so in conclusion is it worth the money?
My answer NO Best way to save money is drive a smaller engined vehicle with a Lower insurance rating
The way crude oil is going up steeply in Price now will be reflected in Prices at the Gas pumps in a few months time
All those larger engined vehicle owners will have to dig very deep to drive to the shops and the sale of those small cars and vans will be tempting
Moral: Don't pay 7 or 70 Dollars to "save" a few cents on a device like this!
