Which Cartoon character first "appeared" as a name written on a vehicle ridden By Egghead in 1938 cartoon "A Feud There Was" and did not appear in person until 1940?
And who provided the voice for the character?

Was it Elmer Fudd? He appeared in character in 1940 in "Elmer's Candid Camera" and his voice was created by voice actor Arthur Q. Bryan for "Dangerous Dan McFoo" (1939).
