They are penguins, and are from a children's series called "3-2-1-Penguins."
The other character is called Kevin. In each episode two children learn a practical life lesson by applying the book of Proverbs to a situation. Wikipedia

Absolutely. Mom and I can both do the Muttley laugh and I loved that character as a kid, though mostly through watching "Wacky Races" !

Bit late for inclusion and a Surprising mistake?
The M/W has no Link With the Close sounding word Sniggering which is the exact same thing!

BUT...Does Have a link in the reverse direction! Red Face

Historically Snicker is the Older word
