That was Anthony Dwain Lee.
Police were investigating a noise complaint and he walked out dressed like a devil and brandishing a toy gun. The police opened fire, shootin 6 times, and killing him instantly.

Anthony Lee played small roles in about 4 movies with one of the more well known movies being "Liar, Liar"
