Can I buy a home if there is a federal tax lien on the property? If I can, who is responsible for paying off the lien?

With a lien of any type I think they do not interfere in any sale. They will make sure that they get their amount before anything goes to the seller. Of course you should make sure of the laws, ferderal and state, and get professional help on this.
