Correct, in Shakespear speak he was called a usurer. The Merchant of Venice (1596-97) revolves around a loan made by usurer Shylock to Venetian merchant Antonio, and Shylock's subsequent attempts to claim the pound of flesh he has stipulated as security. Among the more serious issues raised in it are the correct administration of justice and the power conferred by wealth. Usurer, smuserer, sounds like a loan shark to me.
