The Observer is the oldest Sunday newspaper in the World (1821).The paper I am looking for predates this

Really interesting.According to this site it would be not only the U.K but the world's oldest!Unless you meant something else than "periodical".

1665 - Nov 16 : Oxford Gazette founded. Became London Gazette in February 1666. The world's oldest surviving periodical.

The earliest newspapers told the news like what you'd read from a periodical/magazine nowadays.
In those days news took several days or weeks to get from A to B ( via mouth to mouth /coach /horseback)
No regular reliable Mail service.(till c 1840)
So "newspapers" as we know them today were infrequently published "as and when"
So the earliest Newspapers could also count as the earliest magazines.
