Are you talking about your Web Cache, cookies, History, Temporary Internet Files...?
If you don't have a utilities program (such as Norton System Works), you'll probably have to do it manually.
If I recall Win98 correctly: Go to Start > Programs > Accessories > System Tools > Disk Cleanup (Dwight, please check to make sure I didn't forget something here).
You may want to handle your cookies manually (so you don't delete the good ones, like AnswerPool), unless you have so many that it would take you a month of Sundays to go through them all. Any cookies you delete, you can get back the next time you visit a site.
Same for your History. The Web Cache can be safely cleared, completely (these are copies of the graphics from the sites you've visited - totally unecessary to keep all these).
Someone else will give you more specifics if I've missed something here.

Gatman, I keep about 8 cookies in my files. I clear the rest out every night. I go to my desktop and click on "My software programs"(hope you have it) and when that opens I click on Folders which is next to Search. When that page opens I scroll down to "owner" click on that and that gives me a drop down, where I click cookies. That will take me to my cookies cache. Any you don't want, just left click on it and click delete on the box that will show up. After you have deleted all the cookies you desire, go to the recycle bin and click on that. It'll ask you what you want to do with the list of cookies in the bin, delete the whole mess or reinstate. Your choice. Hope this was one of your question parts. If not, someone else may need this and read it.
To delete my temp. int. files, the way I do it is to click on Tools, and the dropdown will show Internet options on the last line. Click on that and under the general heading, go to the 2nd line and click on "Delete Files", and then OK. Which will almost all the time empty your temp file folder.
To completely empty your temp int. file folder, the way I do it is to click, Start, All Programs, Accessories, System tools, and then Disk Cleanup. In a couple of minutes a box will appear with the files in the computer, If my temp int. file folder is empty, shows 0, I click OK. If there is a number in the line, I click on it and it will turn blue and I click OK. This should empty the file completely. I do this every day or so. Hope this helps.
