Have you pressed the Windows Key plus the the "D" key together? this will minimise or restore all the "Open" windows I suggest that you restore the size using this method and then log off /shut down immediately Restart and see if the Windows are now opening correctly? Dwight might know what is causing this if the situation continues?

As a first step, you should repair Internet Explorer and Outlook Express. Unfortunately, you've not given any information about your version of IE or Windows, so I can't detail the steps. Generally, though, if Internet Explorer appears in Add/Remove Program, you can double-click it and choose the repair option.
If the repair can not complete or does not resolve the problem, reinstall the programs. To do this, click Start, Run, type (including the quotes)
"C:\Program Files\Internet Explorer\ie5setup.exe"
or
"C:\Program Files\Internet Explorer\ie6setup.exe"
(depending on your version of IE) and press Enter. Choose Install Minimal, select Internet Explorer...Web Browser, and choose Reinstall all components.
To set the size and position, close all Internet Explorer (IE) windows. Click Start, Run, type about:blank and press Enter to open an IE window, then press Control-N to open a second window.
Resize the second window by dragging the corners or edges (do NOT use the maximize button), and reposition it by dragging the title bar. While pressing the Shift key, click the Close icon [X] in the upper right corner.
Resize, reposition, and close the first window by the same methods.
Launch Internet Explorer to verify the first window opens at the selected place and size. Right-click a link on the page and click Open in New Window to verify the second also opens as desired.
