If deleting the Temporary Internet Files doesn't solve the problem, you might try this:
Do you have either Microsoft Word or Microsoft Picture It! installed on your computer? If so, try un-installing then re-installing either or both programs. MS Word is likely installed as part of the MS Office Suite of programs.
Both Word and Picture It! contain .jpg image filters (as part of their program) and I think it is possible that un-installing, then re-installing may correct the error.
Also, depending on the version of MS Office, you might see an option to Repair Office. If you see that option, you may wish to run the repair tool and see if that will solve the problem.
Note: neither of these pages are exactly related to your specific problem, but I suspect the cause may the same.
