I am fairly new to building websites using html, but I do know the basics, and have made a couple of websites through Angelfire.com's basic editor.
I run a website for a local police dept., and I want to make the website better, and more updated. The following are some things I would like to know how to include on my site using html: (or another source, as long as it's free and not too hard to learn).
1. I created a banner that goes at the top of my page through a website builder, but does anyone know of a website with a tool to create a "picture banner" that also has words over top of the pictures?
2. I want to create a "members only" section of the site that uses people's issued user names and passwords to get in. How do I go about that? I've never had any experience doing that before, and I have no clue where to start, or if there is even an html code for that.
3. I would like to have a page for important updates (in some sort of message board format). It would be GREAT if when I edited the "message board" page, it could automatically send a message to the members letting them know something new is there and it is updated. Again, I don't know if that's possible, or how to go about it. Some sort of website tool would be great!
4. Finally, I'm having some trouble with site backgrounds. I find a picture I want to use as a background, but instead of "stretching" and filling up the page, it "tiles" and repeats itself over and over again. How do I make a picture "stretch" to fit the whole page?
I would appreciate any and all help and advice I can get.

First, I believe that you can do all the items on your list.
I assume that you're using some kind of HTML editor program. If not, I suggest you investigate what is available to you. One I can suggest is "Dreamweaver" by Macromeda.
There is a 30-day free trial download available: Dreamweaver This is a professional program and it has a pretty steep learning curve, but with your background and some patience you will probably be happy with it.
Another HTML program is Microsoft Front Page. It is a bit easier to use, though there are some limits to what it can do. Some say the output is a bit "clunky" in that the code is perhaps to complicated and contains unnecessary information. If you've used the free version of MS Front Page you will be surprised at how much more user-friendly this version is. MS Front Page
If you do choose to get an HTML editor program, you may wish to take a training class. You can look into what is offered for each different HTML editing program. Dreamweaver has a training outline for classroom or at online. You can use their "Search" and look-up "training" for details. I hope this is of some help!
