To empty your Temporary Internet Files: Click
1. Start
2. Settings
3. Control Panel
4. Internet Options Click the "Delete Files" button
If you're using Internet Explorer, you can also click Tools/Internet Options.
Does your email work correctly? Can you send and receive email? If so, then your cable modem box must be working correctly. Try sending a test message to yourself and see if that works correctly.
If you can't get email or the Internet, there may be a problem with your cable modem, Ethernet card, or your connection setup. I doubt this is the problem in this case, because you said the Internet Service Provider said they see your connection on their end.
I'm assuming your mentioning the cable company means their Web and mail servers are working correctly.
Do you have a "Firewall" program or hardware setup? If so, check that. It may be blocking everything, if set to "Stop all Internet Activity" or "Engage Internet Lock" (These are Zone Alarm terms; your "firewall" may use different terminology)

If none of these apply, you might try the Internet Explorer Repair Tool.
It is possible that your installation of Internet Explorer may have some problems (usually this is caused by one or more corrupted program files). Internet Explorer has a built in repair program that can attempt to find and fix the problem. Running this repair won't cause any harm, and may help.
You can access this repair tool in one of 3 ways:
1. Start/Programs/Accessories/System Tools/System Information/Tools (drop down menu)/Internet Explorer Repair Tool
Or 2. Start/Settings/Control Panel/Add-Remove Programs/(select) Internet Explorer/Click the Add-Remove button
Or3. Click Start/Run

Click Tools/Internet Explorer Repair Tool
A window will open offering to repair the error, or to revert back to an earlier version. I suggest you allow the tool to attempt to repair the error.
If it is unable to repair the error, it will again offer to either revert to an earlier version of IE, or to reinstall the program. My suggestion would be to allow it to reinstall the program.
You can install an upgraded version of I.E. if you don't have the latest available. If you can use another computer to download the install files to a CD, the address is:
