In order to provide you with assistance with this problem, we're going to need to have some information about your system and your Internet Connection. First, I assume you made this post using a different computer. If you able to connect (at least some times) are there pages you can always open and pages you can never get to open?
Can you tell if you're actually connecting to your Internet Service Provider? Is your connection via dial-up, cable, DSL, other?
What Windows operating system are you using?
What version of Internet Explorer are you using? (Click Help/About Internet Explorer).
If you're not able to connect to the Internet, have you tried contacting your Internet Service Provider's technical support help line?

I assume that you're able to connect with a given page using a different Web browser program. If you're running Netscape, for instance, does it load a page, but the same page will not load on Internet Explorer?
Have you tried running the Internet Explorer Repair Tool?
Start/Run/Type msinfo32 Click OK Click Tools/Internet Explorer Repair Tool
Click Yes to allow the tool to run.
When prompted, restart computer.

I was looking in this folder through Widnows Explorere when I received a message from Craig's Listwhich I opened and rad and tried to respond to. Outlok Exp would not send it. Then I lost Internet Exp5.5, outgoing mail on Outlook Express and eventuallu was not even able to get on line. Dial up ISP
I'm on line but(1) wonder what's going on
(2) is there a way to retrieve the missing folder from the registry?

Do you mean it did not correct the problem, or that you couldn't access the Repair Tool?
We're not communicating very well. Obviously, we cannot see your computer, nor can we get a clear picture of the problem you're encountering unless you provide details. All of us here want to assist you with this, but we're helpless unless you provide details about the problem.
I'm still not sure if your Internet Explorer never opens any pages, or if there are some pages it can open correctly. It is important to know if this is an "intermittent" problem, or if the problem always occurs.
Have you attempted to run the Windows Update? If not, please give that a try.
Start/Windows Update (or Microsoft Windows Update).
